Location: North East Lincolnshire (2–3 days per week in the office)
Daily Rate: £355.98 (via consultancy)

About the Role
We are proud to represent our client, a forward-thinking local authority with a strong commitment to public service and infrastructure transformation. They are currently seeking a highly experienced and qualified Lead Civil Engineer to deliver design, project management, and leadership across a portfolio of highways and transformation projects.
This role plays a vital part in supporting the Council’s Stronger Economy and Stronger Communities priorities and delivering key outcomes outlined in the Local Plan.
Key Responsibilities

Lead on the design, procurement and contract administration of highways, civil and structural engineering projects

Manage all design elements for Local Transport Grant funded schemes

Investigate technical issues and develop feasibility studies, options appraisals, and outline designs

Ensure high-quality delivery from concept through to construction and evaluation

Apply commercial awareness and working knowledge of NEC contracts to manage risk and ensure compliance with health and safety regulations

Provide expert input to public consultation, planning applications, and stakeholder presentations

Oversee procurement of services and contractors in line with council procurement rules

Lead and mentor junior engineers and contribute to upskilling within the team

Prepare technical reports, funding bids, and contract documentation

Support budgetary control, milestone tracking, and project plan adherence

Collaborate with key internal teams, statutory bodies, utility companies and delivery partners
Key Requirements

Minimum 7 years' experience in civil engineering design and project management, ideally within highways infrastructure

Degree in Civil Engineering or equivalent, with significant relevant experience

Chartered or Incorporated Engineer status (ICE, IHE, IStructE) – desirable

In-depth knowledge of UK highway design standards, NEC contracts, and CDM regulations

Demonstrable experience working within or alongside local government or the wider public sector

Exceptional communication, leadership, and project delivery skills

Strong organisational ability and confident use of Microsoft Office and design software

Ability to manage multiple projects, work independently, and meet competing deadlines
